Rubber-Cal has obtained federal HUBZone certification, which will allow the company to better serve the needs and contracting requirements of government purchasers. HUBZone business certification is required for many federal contracts, and is intended to encourage economic development driven by small businesses.
The HUBZone Empowerment Contracting Program stimulates economic development and creates jobs in urban and rural communities by providing Federal contracting preferences to small businesses. These preferences go to small businesses that obtain Historically Underutilized Business Zone (HUBZone) certification, in part by employing staff who live in a HUBZone. The company must also maintain a "principal office" in one of these specially designated areas.
To qualify, a small business must have a principal office located within a HUBZone and at least 35% of the company's employees must also live in a HUBZone (though it doesn't have to be the same zone). Contracts available to HUBZone-certified business concerns include competitive contracts (when two or more qualified HUBZone businesses will submit offers), sole-source contracts (when only one concern will submit a bid), open contracts (which offer a pricing preference to HUBZone businesses), and subcontracting (which includes a goal for subcontracting through HUBZone concerns).
HUBZone geographical designations are based on either employment or income data provided to the Small Business Administration by other federal agencies. HUBZones are either qualified census tracts (determined in conjunction with the U.S. Department of Housing and Urban Development), qualified counties (based on census data for median household income and and/or unemployment rates), or qualified Indian reservations (as established by the Bureau of Indian Affairs).
